中文摘要 | 本文從教育規劃的觀點,先採用SWOT的分析模式,依據國內初等教育發展 現況以及國外的發展趨勢,析本國初等教育的內外在條件之優勢(strengths)、 劣勢(weaknesses)、契合(opportunities)、衝擊(threats),並據之找出 三十項重要的改革課題。其次透過可行性分析的途徑,依據需求程度、急迫程度、 達成的可能性、人員配合程度、經費配合程度、以及完成所需時間等六個指標,逐 一分析各個改革課題的重要性與可行性,分析結果以供政府教育決策之參考。 |
英文摘要 | The SWOT technique was used in this paper to examine the internal and external environments of elementary education systems in Taiwan. Key strengths, weaknesses, opportunities, and threats were investigated based upon domestic and international information. The SWOT identified thirty essential subjects to be improved. These subjects were further weighed against indispensability, eagerness, target achievable, personnel support, expenditure support, and time span. The result measures were tabulated and served as references for policy makers. |
