中文摘要 | 本研究參酌農田水利會所處經營環境與經營狀況,使用優勢、劣勢、機會與威脅 分析方法,衡臾臺灣農田水利會內外經營環境,選取適切之農田水利會多角化經營策略方案。 並依循所選取之多角化策略方案,使用強迫決策法,針對都市型、都鄉型及鄉村型農田水利 會進行多角化經營可行性評估。進而根據多角化策略方案評選結果,建構多角化經營策略方 案之經營架構,並提出農田水利會適當組織定位修訂建議。 |
英文摘要 | The Irrigation Associations in Taiwan are public corporate bodies that carry out government's policy of improving crop yield. The operation principles of the irrigation Associations are to develop water conservancy in Taiwan and to give services to farmers. Though the Irrigation Association is a non-profitable organization, it is still important to strive for efficiency and effectiveness for its operation. So the Irrigation Associations will be effcient and sound to serve all farmers in Taiwan. The paper firstly deliberates and compares the operating conditions and the investment environments of the irrigation-related organizations in Taiwan and in also taken into consideration. Secondly by using the Strengths, Weakness, Opportunities, Threats (SWOT) analysis methods, this paper tries to study the inner-outer operating conditions of the Irrigation Associations in Taiwan, which helps to select the appropriate Diversifying Strategies for the Irrigation Associations in Taiwan. After choosing the appropriate Diversifying Strategies for the Irrigation Associations, this paper will evaluate the chosen Diversifying Strategies by the Forced Decision Method in the light of Urban, Sub-urban and Rural Irrigation Associations. The Institute then devises the structure of the Diversifying Strategies for the Irrigation Associations based on the evaluation above. Suggestions of the proper orientation for the Irrigation Association in Taiwan are given at the end of the research. |
