About NCL Taiwan Periodical Literature Database System

The indexing service to Chinese periodicals by the National Central Library, Taiwan (hereinafter referred to as NCL) was initiated from 1970 in printed version. In 1980s, the library automation system had been well adopted in most libraries in Taiwan, NCL hence started to convert the printed indices into electronic files. In 1993, as an experimental stage, NCL provided online searches of articles within NCL, and began to provide online searches over the Internet the next year. In 1998, NCL once collaborated with a contracted company to provide fee-based fulltext image files retrieval services named ‘Remote Electronic Access / Delivery (service) of National Central Library’ (abbreviated as READncl). This service model provided different level of services through two sub-database systems: the ‘Current Contents Database System’ was for search of table of contents only, and the ‘Chinese Periodicals Full-text image Database System’ was for placing applications for document delivery services. In 2005, these two database systems were merged and renamed as ‘Index to Chinese Periodical Literature’;article searches and use of all those open access (OA granted) articles became toll-free for all people nationally and internationally. In 2010, in considering that the periodicals contained in this database were mainly published in Taiwan, it was renamed into ‘PerioPath: Index to Taiwan Periodical Literature’. In other words, the name of this database has been changed several times upon its service model change.

From 2019 to 2020, in response to the fast-developing information technology, NCL has conducted renovation project for this important database system, aiming to accommodate with most up-to-date interface design principles, in addition, to provide more friendly functionalities, and to incorporate bibliometrics information at search results, etc. The renovated version of this database system was launched to serve for all globally from March 2021, marks a memorable milestone in the long development history of this NCL Taiwan Periodical Literature Database System.

Scope of Collection

NCL tried to index firstly the periodicals in its holding published mainly in Taiwan in 1970s and henceforth. Currently the ‘Index to Taiwan Periodical Literature Database System’ contains as many as 5,000 titles, of which about 2,800 are classified as academic journals, including journals and bulletins in Chinese and Western languages. This database also includes some few selected journals published in Hong Kong and Macao. The Library has been constructing metadata for new publications, and doing retrospective indexing works for those published prior to 1970. By March 2021, the time the renovated version of this database system launched for use, the total metadata records had accumulated to as many as 2.7 million, of which about 42 thousand articles have been granted free open access from the publishers or the authors and have their full-text image PDF files available for use..

The indexing work done for this database system is to be targeted at research-oriented articles. Other kinds of materials such as literary or artistic works, newsletters, accounting reports, notice of employment change, series of statistics, product launch, miscellaneous writings, etc. are not within the collection scope. Nonetheless, the articles included in this database system are mainly from academic journals and specialized journals, and can be divided into two major categories as follows.

  1. Academic Articles
    1. Basically, an academic article should be presented following general requirements of academic works, in addition, should contain the following bibliographic information: Title of the source journal and its volume/ number, title of the article, author(s), abstract, keywords, references (footnotes or section notes are perceived as references), etc.
    2. Research reports and criticism, although they may not meet the general requirements of academic works, are classified as academic articles.

  2. General Literature

This database system also provides index to certain kinds of documents, reports, lectures, learnings, knowledge-oriented journalism, etc. They are not academic research outcomes but of referential value and could serve as research materials. Such materials are to be categorized as ‘General Literature’.

All of the indexed academic articles are also assigned a classification number based on the Chinese Classification Scheme (Preliminary Version) (Compiled and published by National Central Library, 1979). It has been more than 50 years since the publishing of printed version of index till nowadays renovated database system. This database system serves not only students and researchers in Taiwan but also all those scholars who need to search for periodical literature of Taiwan from other countries in the world, inviting more than 10 million use-count every year.

Establishing a barrier-free research environment is the utmost goal of the National Central Library. The Library has been striving for providing free access as well as efficient searching and navigation guide for users so as to increase visibility and cited chances of each article. With the notion that free open access is a win-win solution, the Library genially invites publishers and authors to grant their publications and works for free open access. The support from publishers and authors would greatly benefit the progress of Taiwan academic researches and ultimately nourish the advancement of the culture, knowledge, and technology of all mankind.
