中文摘要 | 本文是一篇由政治觀點、經濟觀點與政治經濟觀點探討教育規劃的理論性研究。首先區分教育規劃與教育政策和教育改革之間的不同,並以政策發展的角度確立教育規劃在理論與實務領域之內的定位 ;其次由政治學、經濟學和政治經濟學的觀點分析教育規劃的意涵。簡言之,就政治觀點而言,教育規劃是國家正當化其統治權威的工具;就經濟觀點而言,教育規劃是國家追求經濟效率和促進經濟發展的技術;就政治經濟觀點而言,教育規劃是複製社會不平等現象、服務現存國際與國內政治既得利益者和維持現存政治權威優勢的機制。 |
英文摘要 | This paper is a theoretical research for studying the political, economic, and politico-economic implications of educational planning. Firstly, the differences between educational planning and education policy and between educational planning and education reform were distinguished and, from policy development's point of view, the position of educational planning in the theoretical and practical fields was confirmed. Then, the implication of educational planning was analyzed individually from views of political science, economics and political economy. Briefly, in terms of political science, educational planning is a tool for government to justify its governing authority and power. In terms of economics, it is a technique for government to pursue economic efficiency and promote economic development. As far as political economy is concerned, it becomes a mechanism used for reproducing social inequality, serving national and international political vested interest, and supporting predominant political advantage-taker. |
