| 英文摘要 | This study examines the impact of different types of police-citizen interactions on police legitimacy and public willingness to cooperate, with particular attention to the role of procedural justice theory in this process. According to procedural justice theory, when citizens perceive that police officers act fairly, impartially, and respect their rights during interactions, it enhances their evaluation of police legitimacy and increases their willingness to cooperate. Using stratified random sampling, this study surveyed 1,604 residents of Taipei City, classifying them into three groups based on their interaction experiences with the police over the past year: no interaction, citizen-initiated passive interactions (e.g., reporting incidents or filing complaints), and police-initiated proactive interactions (e.g., stops and checks). The study employed analysis of variance (ANOVA) and multiple regression analysis to investigate the relationship between these interaction types and both police legitimacy and public willingness to cooperate. The results indicate that citizens with passive interactions rated police legitimacy significantly higher than those with no interaction, while those with proactive interactions exhibited significantly lower willingness to cooperate than those with passive interactions. Procedural justice had a significant predictive effect on police legitimacy across all interaction types, with the strongest effect observed in proactive interactions (β = .542, p < .001), suggesting that perceptions of procedural justice are crucial when citizens engage with the police involuntarily. Additionally, police effectiveness also significantly predicted legitimacy, but its influence was strongest among those with no prior interaction (β = .524, p < .001). Regarding public cooperation, legitimacy was the most important predictor, displaying a positive and significant predictive effect across all interaction types. This study highlights the critical role of procedural justice in shaping citizens' perceptions of police legitimacy and their willingness to cooperate. The findings have important implications for democratic policing, suggesting that police should emphasize fairness and respect during interactions to foster trust and cooperation, ultimately enhancing the effectiveness of social governance. |
