中文摘要 | 校教育品質的提升與確保,是各種教育改革的根本目的所在;而基於教育績效責任所採取的各種教育方案或人員評鑑,已成為政府部門用以檢視施政績效與改善學校教育品質不可或缺的手段。國內對國中小所規劃的各種評鑑,除試辦中的教師專業發展評鑑強調以改善為目的外,其餘的各種評鑑,包括校務評鑑、各種方案評鑑與校長評鑑,大部分傾向總結性評鑑目的;而各自為政、缺乏整合與忽略持續追蹤輔導的評鑑規劃,也仍需改善。學校績效管理的內涵,強調整合個人與學校績效,個人專業發展與績效目標的實現,且強調持續改善與發展的功能。本文之目的在經由文獻分析與詮釋轉化的歷程,以績效管理的概念,提出一套可整合學校或校務評鑑、校長評鑑與教師評鑑的學校績效管理系統的架構,以作為提升教育人員專業能力與持續改善學校品質的決策參考。 |
英文摘要 | The essential intention of education reforms is to promote and ensure school quality. Varieties of school or program evaluation or personnel evaluation based on the concept of educational accountability have been seen indispensably as the means of reviewing and improving quality of education by governments. The main purpose of evaluations formulated for elementary and junior high schools and principals in Taiwan is summative, not formative, except the pilot scheme of Teacher Professional Development Evaluation, while they also have been criticized in neglecting integration that do things in their own way and lack of sustained follow-up review and improvement. As the emphasis of school performance management is on the functions of joining individual and organizational objectives, linking individual professional development and his/her performance objectives, and highlighting sustained improvement and development, it is feasible to set up a practical system from its implications to improve the shortcomings of evaluation. The paper is aimed to construct an integrated school performance management system to combine current school evaluation with principal evaluation and teacher evaluation, so as to promote the capabilities of educators and school quality. |
