中文摘要 | 臺灣農業推廣工作環境,因農民屬性變動劇烈、需求複雜及機構支援資源不豐富狀況下,農業推廣人員忙於吸引工作對象、湊合計畫活動,無暇釐清工作目標暨提昇計畫目標水準。本文建議採用人力發展理念取代技術轉移理念,以利提昇農業推廣目標水準。農業推廣目標水準提昇途徑有三:行為層級的提昇策略、社會責任階層的提昇策略、目標指標既成效力基策略。農業推廣學會可以著手研究,如何推動農業推廣目標改進工作,和農業組織文化塑造工作。除了追求利潤外,可以檢討如何發揮農村特色與農業專長,追尋有朝氣、有秩序及有尊嚴的組織文化與目標,展現臺灣農業推廣的新風格,開拓農業發展的新面貌及展示農業的新使命。 |
英文摘要 | Taiwan's agricultural extension work is facing following three uncertain factors: farm population with high mobility and changeable attributes, farm population’s complex needs, inadequate support of organization in which extension belongs. Agricultural extension workers spend more time in search of targets populations and program activities than in elevating level of educational objectives. It is suggested to adopt human resource development approach instead of technology transfer approach for elevating levels of educational objectives. Extension educational objectives may be analyzed from three approaches: individual behavioral approach, social responsibility approach, objective – indicators approach. The Extension Association may start to study how to improve agricultural organization’s culture and extension objectives. Agricultural extension may wish to pursue an organizational cultural and extension objective of active, orderly and respectable nature in addition to benefits making. This movement may help us to reveal extension’s new character, develop agricultural development’s new feature and advocate agriculture’s new mission. |
