| 英文摘要 | public mass transit provides a lot of benefits to the riders and community. These include direct and indirect benefits. Direct benefits include reduction of individual out-of-pocket transportation costs and traffic congestion. Indirect benefits are those incentive of population movement, reduction of air pollution and noise etc. Today, mass transit has become a necessary Public service for community welfare. The economic benefits of mass transit have been praised by transportation planner and patrons. However, the historic decrease of mass transit patronage accompanied by increased labor and operating costs has produced a guestion as to whether these benefits can make up those required costs. Thus, it is more important than ever to evaluate the community benefits provided by mass transit to justify and the increasing subsidies of publicly supported mass transit. There are many economic evaluation methods but the benefit/cost method has been used by highway planners. This method is reliable and has no special objectionable features. It is applicable to government activity or private industry as long as the analysis procedure is correct and the apply result is right. The erroneous results of benefit/cost analysis usually arise from its application by analyst who do not thoroughly understand the concepts and procedures involved but not from the method itself. The simplest and most direct evaluation method for mass transit project investment alternatives is to estimate the total cost of providing the new service and the revenues that will result. The investment will be justified if revenues exceed costs. This paper discusses and illustrates the benefit/cost analysis method for the public mass transit projects. |
