中文摘要 | 越南自從經濟開放以來,邁向2020年完成國家工業化、現代化的目標,在發展國家過程中,人力資源十分缺乏,供不應求。因此,為了因應社會發展需求,越南政府不得不改革教育系統,尤其是高等教育。從2001年起,政府呼籲「給予大學自主權」,使大學有更大的經營空間,以提高教學績效、教育品質。 學校本位管理起源於國外,近年來成為歐美國家的主要教育行政改革趨勢之一,其強調學校為教育決策最基本的單位。其精神、理念與越南政府最近提出「給予大學自主權」的政策有所呼應。 因此,本文的研究目的在於探討學校本位管理的相關議題,藉由此理論基礎,探討越南高等教育的目前管理情況,最後提出一些有關越南高等教育管理方面的建議與一些可能的啟示,作為越南高等教育改革實踐者的參考。 本文所採用的研究法是文獻分析法,經由文獻探討,歸納、整理學校本位管理的理論和實務之相關議題,分析越南高等教育的管理現況後,得到以下五項啟示:(一)對於分權、權力下放的啟示;(二)對於經費預算的啟示;(三)對於學校人事的啟示;(四)對於課程教學的啟示;(五)對於高等教育成效的社會責任之啟示。 |
英文摘要 | From the economic open policy come into effect now on, in the process of industrializing and modernizing nation in Vietnam, the human power supply is unable to meet the real demand, so Vietnamese government cannot but reform the education system, especially higher education. The government agrees to ”give university the autonomy”, help them to have much more space to operate the school, promote the teaching performance and education quality. SBM is come into being from western countries, and become one of the tendencies of educational management reform in these countries. It is a system of administration in which the school is the primary unit of educational decision-making. Its spirit and content is similar to the ”give university the autonomy” policy of Vietnamese Government. So, the purposes of this paper is aim to do a careful inquiry on SBM's theory and practice; analyze the management status of Vietnamese higher education system. Then give it some effective suggestions and feasible implications for management aspect, to be the conference of Vietnamese higher education's practicers. Based on the literature analysis method, after analyze the management of Vietnamese higher education system, We have five following implications for the administration and management: (1) the implications for decentralization and power devolution; (2) the implications for the autonomy of school budgeting; (3) the implications for school personnel; (4) the implications for curriculum and teaching; (5) the implications for the responsibility of school performances to society. |
