| 中文摘要 | 歐盟近年來無論在、經濟和社會的融合與發展,均有劃時代的成長與進步;尤其在教育文化方面其有元開放的交流活動,更促成了其他向度的快速接觸與發展,這其中扮演著關鍵角色的就是蘇格拉底計畫,蘇格拉底計畫是歐盟涵蓋所有教育領域的教育政策整合與協調機制。從1995到1999年已完成第一階段計畫,第二階段則從2000到2006年止,2007到2013年則以終身學習計畫之名取代。蘇格直底計畫的主要目的在於建立一個知識歐洲的新社會,以因應21世紀知識經濟的新挑戰。其參加的對象總共31國,包括歐盟15國,以及歐洲委員會的評定為候選國者。蘇格拉底計畫是由以下八大子計畫所組成:康米紐斯、伊拉斯謨思、剛德維奇、LINGUA、米娜娃、觀察與創新、聯合行動計畫、補充措施及其他結合計畫。 |
| 英文摘要 | A framework for student mobility is provided by EU-funded programme called SCRATES. This programme provides extra financial support for the student, yet only when the home and the hosting institution have a SOCRATES student exchange. From 1995 to 1999m the first SOCRATES programme of the European Union provided over 9 million euros for a broad range of education activates and mobility in almost 30 counties. The second phase of SOCRATES started on 1 January 2000 and runs for seven years. There will be emphasis on two keys ideas: the promotion of lifelong learning and building of a Europe of knowledge. SOCRATES II takes account of all types of learning-formal and informal-and all levels, from nursery school to university and adult education. SOCRATES II comprises eight actions within the field of education. The first three actions are Comenius, Erasmus and Grundtvig which constitute milestones of education throughout life: school, university and adult education. The other five actions are Lingua, Minerva, Observation and innovation of education systems and policies, Joint actions with other European programmes, Accompanying measures. All of these actions together have common priorities. |
