中文摘要 | 教師評鑑制度是改善與維繫教師素質管理之核心,中小學教師必須準備迎接教師評鑑時代的來臨,而教育部也有必要妥善規劃合理可行的教師評鑑機制。 本文以英國的教師評鑑(或稱評估)制度發展與現況作為討論的對象,運用歷史研究法與文件分析法,分從教師評鑑的目的、規準、方式、人員、實施歷程、結果運用和困難等七個議題進行探討。 本文有如下幾項主要的發現與建議: 1.由國家正式立法作為實施教師評鑑制度的依據。 2.確立教師評鑑的機制兼具專業成長之形成性目的與績效評量之總結性目的。 3.教師評鑑的規準必須考量新任教師和在職教師在教學知能與專業發展上的不同需求。 4.教師評鑑的實施方式可以教室觀察為主,並輔以評估晤談、評量會議和其他相關資料的蒐集與分析。 5.教師評鑑的實施初期可以規劃以兩年為一循環週期,其評鑑結果的運用可以與教師的升遷密切結合。 6.提供客觀周延的教師評鑑結果作為處理不適任教師的合理依據。 7.教師評鑑機制的評鑑者需要適當的訓練,初期可優先考量由校長或主任擔任,並編列充分的預算來執行。 |
英文摘要 | Since the Teacher Education Act was enacted in 1994, the issue of how to maintain and manage schoolteachers’ high quality has been one of the major concerns of educational reform in Taiwan. This research, by taking the teacher appraisal system in England and Wales as a case, assumes the schemes of teacher evaluation will improve schoolteachers’ performance and professional development. This research employs historical research and documents analysis methods to study the historical development and practices of teacher appraisal/evaluation system for schoolteachers in England and Wales. And this research finally makes some preliminary suggestions for the planning of schoolteachers’ evaluation system in Taiwan. The main results and suggestions for this research are as follows: 1.The Act of Teacher Evaluation must be enacted as a legal base. 2.The aims of Teacher Evaluation Scheme are to improve teachers’ professional development and assess teachers’ performance. 3.The criteria of Teacher Evaluation must take the different professional needs of new teachers and in-service teachers into consideration. 4.The main methods for doing teacher evaluation could be classroom observation, together with other methods such as appraisal interview, assessment/review meeting, relevant data collection, etc. 5.The promotion of teachers must rest upon the actual results of teacher evaluation. 6.The treatment of ineligible teachers can be according to the objective results of teacher evaluation. 7.The evaluator must have appropriate training and the government must invest enough funds for the operation of teacher evaluation schemes. |
