中文摘要 | 近十年來,臺灣小學教育在朝野的積極互動下,有許多改革,較為顯著可見的改 革有三方面,1.教學方面的實驗:包括民間創辦的森林小學(1990年)、種籽學苑(1994年)、 全人教育學校(1995年)、和雅歌小學(1997年);官方的實驗則有臺北市的田園教學(1991 年)、臺北縣的開放教育(1994年)、和臺北市及臺中市的教學與評量改進班(1994年)。2.師 資培育:1987年師專改制師院,小學師資提高到大學程度;1994年公佈師資培育法,開放公 私立大學設立教育學程培育師資;1995年公佈教師法,小學師資任用改採聘任制,由各校設 立教評會選聘教師。3.課程改革:1993年公佈新課程標準,增設鄉土教育課程,統整生活倫 理及健康教育為道德與健康一科,此一課程標準自1996年實施,同時開放小學教科書。本 (1998)年重新研訂九年一貫制課程標準,增設英語科,預定2001年開始實施。 另方面,民間和政府也分別於1994年成立教育改革組織,而於1996年各自提出教改報 告。民間有小班小校、杜絕體罰、和課程自主等主張;政府則主張小班制、以生活為中心重 整課程、和建立補救教學系統等。 展望未來,教改能否真正落實到課程和教學上,有賴師資培育的革新。 |
英文摘要 | In recent ten years, there were a lot of reforms in Taiwan elementary education, caused by the interaction between the opposition party and the government. Among these reforms, three fields were more remarkable. The first was the revolution of teaching. In this field, it included the establishment of four private elementary schools which tried to change the traditional teaching, and the experiment of three new teaching approachments in public schools. The second was the improvement of teacher training. In this filed, it included three sections (a) the teacher college was built to substitute the junior teacher college for the training of elementary school teacher, (b) according to the teacher training law enacted in 1994, all universities were allowed to train teachers, (c) according to the teacher law enacted in 1995, the elementary school teachers were selected by the school, not were dispatched by the government again. The third was the change of the curriculum. A new elementary school curriculum was published in 1993 and was practiced since 1996. The homeland education was a new subject in this curriculum. In addition, a new curriculum of nine-year-system was now in developing and will be practiced in 2001. On the other hand, both the educational reform reports of the government and the opposition party were published in 1996. The report of the opposition party emphasized : (a) small school and small class, (b) stopping the corporal punishment in student discipline, (c) the local autonomy of curriculum. The report of government emphasized: (a) small class, (b) the integration of curriculum based of the student living, (c) building the helping system for the students of low achievement. Looking on the future, the success of the reform on the teaching and the curriculum will be dependent on the revolution of teacher training. |
