英文摘要 | This article aims to explore and criticize the polices of local management of schools (LMS) which have been implemented in England and Wales since the end of 1980s. Firstly, the history of British educational management system and some factors which influenced and shaped the establishment of LMS polices are explored. Thoese main factors are the arguments of reshaping the goverment roles, reconstruting the goverment organizations, privatisation and marketisation of public sectors, new managerialism and, the most powerful factor, the ideologies of new right in Conservative Party. All of these arguments aimed to resolve the economic crisis in British in 1970s. Secondly, the power relationships among central goverment, LEA and schools, the management affairs delegated to schools and the new arrangements for accountibilities are explained. Finally, the issues of efficiency, effectiveness, participation, equality, profession and marketisation in LMS polices are criticized. In conclusion, the author argues that British schools might use their resources more efficient and more empowering the parents of students in the LMS polices. However, in the marketisation model of LMS polices, the professional autonomy of teaching might be limited, the elitism and meritism might be raised again, the aims of education might be narrowed, and the instrumentalism might dominate the schools. |
