英文摘要 | The Principle of human resource management has been that organizations should integrate appropriately people and job, based on whether empolyees' capacities can match job requirements. The traditional or so-called job analysis approach, however, separates people from job. The often makes human resource management become ineffective. This paper proposes a whole new approach of managing human resource. The key of this new approach is to apply the concept of competence-based management to the human resource management. It emphasizes that organizational competence is the product of the integration of people, job and work environment. In so doing, the competence-based human resource management can help organizations to build up systematically their strategic core capacity, and to integrate effectively the human resource management systems. |
