| 中文摘要 | 國防機構人力雖以軍職人員為主,但由於人力資源專長及工作性質之需 要,在國防機構早有非軍職人員之綿制,以襄助國防事務。近來由於社會主客觀 環境之變遷,為因應裁減國軍人員之聲浪及經管制度之實施,非軍質人員逐漸扮 演軍中傳承的重要角色,但以目前國防機構有關非軍職人員任用與管理相關之法 規來從事人事服務工作,實在是捉襟見肘。故本文擬就現行規範非軍職人員之法 規為一探討,以作為日後修法之參考。 |
| 英文摘要 | Generally, the positions of the military organization in National Defense are occupied by the military officials, but it also recruits civilian employees owing to the speciality and the need of the positions. Recently the change of the social circumstance causes the reduction of the military officials.Therefore, the role of the civilian employees become more and more important in the armed forces.Howevere, the existed regulations concerning the employment and administration of the civilian employees are not complete and satisfactory. The purpose of the article is to explore and study the relatedregulations and make recommendation as the references for amending the regulations in the futrue. |
