中文摘要 | 本文採文件分析,針對我國當前資賦優異與身心障礙兩大特殊育領域,分從特殊教育的發展現況分析、評估與問題等問題著手,進而提出改進建議。 由於政府播遷來臺之後,倡導特殊教育實驗、明訂特殊教育法規、實施特殊兒童普查、訂定發展與改進特殊教育五年計畫等措施,為我國特殊教育發展奠定紮實之基礎。 至於資優教育與身心障礙教育的現況,則從政策、實務、成效檢討與趨勢等方面,分別論列。進而提出以下建議:(1)資優與身心障礙教育宜分別立法;(2)配合特殊兒童出現率,妥善分配教育資源;(3)訂特殊教育發展指標,藉供評估各級政府辦理特權情況;(4)倡導特殊教育之質的與量的研究;(5)積極研發鑑定工具;(6)考慮特殊教育的區域性均衡發展;(7)後化職前在職教育規劃;(8)倡導資優教育、課程的實驗;(9)資優教育顧及知、情、意的學習;(10)修或制訂身心障礙管生課程綱要;(11)師範校院特教系應發展特色;(12)十年技藝教育宜以課程規劃和進路導為重點。 |
英文摘要 | This article, with documental analysis, focuses on two major fields of current domestic special education- gifted aspects suchas special education's developmentm, situation analysis, evalration and problem, then makes several suggestion. Current situation of gifted and handicapped education is discussed through aspects of policy, practice, effort-exam and trend. Suggestions are as follows: (1) Put gifted and handicapped education into legislation separately. (2) Distribute educational resources according to prevalent rate of exceptional children. (3) Set up norm of special education's development, in order to evaluate ptactices of administrative system. (4) Promote qualitative and Quantitative researches of special education equally. (5) Make researchers and develop diagnosis instrument enthusiastically. (6) Put proportionally regional development of special education into consideration. (7) Enforce the regulation of pre-service and inservice training. (8) Promote experiments of figted education and it's curriculum. (9) Put cognitive, affective, and intentional learning into gifted education. (10) Revise or formulate cutticulum essentials for individual with handicap. (11) Develop disdinguish features of each normal university's special education department. (12) Focus ten-year vocational education on curriculum and guidance of transition. |
