英文摘要 | Social Change is incessant and its inf1uences are incessant. Educational problems are created one by one in the incessant process of social change. It is the responsibility of educators to adjust educational policies to trends in social change and guide the change in the desired direction. The purpose of this paper is to delineate for Chinese educators main educational policies in the process of social change. The relationship between education and social change may be analyzed in three ways: First, education may be an effect of social change. Secondly, education may be an agent of socoal change. Thirdly, education may be a condition of social change. On the one hand, education reflects facts in the process of social change. On the other hand, educational forces are important contributory factors for building a new social order. It is also true that education has its manifest and latent functions; education is a condition of social change when it discharges its latent functions. Based on this conceptual framework, this paper discusses five educational policies. They are: (1) the balance of quantity and quality in higher education; (2) the concurrent reforming of machinery and process of technical and vocational education; (3) the emphasis on “value education”; (4) the improvement of teachers quality; (5) the policy of educational equality. The first and the second policies are concerned with the first kind relationship between education and social change. The third and the fourth policies are related to the second kind of the relationship between education and change. The fifth policy is in relation to the third kind of the relationship between education and social change. It is assumed that the implementation of these educational policies will guide the change in the desired direction and lead to progress. |
