中文摘要 | 從近年來一波波「政府再造」(Reinventing Government)的潮流來看,「組織文化」與「組織效能」是其中兩個極為核心的課題(曾慶昌,民87)。儘管從相關文獻當中可以探知組織文化與組織效能的重要性,但是在體育行政的範疇中,卻缺乏一個參考架構,來幫助我們在瞭解政府體育行政部門中的組織文化與組織效能的重要性,但是在體育行政的範疇中,卻缺乏一個參考架構,來幫助我們在瞭解政府體育行政部門中的組織五風,本文以教育部體為研究對象,採用問卷調查法(組織文化價值觀量表)及訪談方式,探究體育司卓越的組織績效背後,所孕育之組織文化。本研究結果發現:一、教育部體育司的業務包含全國體育與衛生工作事項,範圍極廣,體育司同仁所面臨的工作負擔及壓力。二、體育司目前的業務約半數仰賴借調人員來執行,借調人員原先所屬單位之組織文化及領導風格亦對體育司之組織文化產生影響。三、由體育司實際組織文化狀況來看,組織成員當中,以管理階層最重視「表現績效」,可以發現教育部體育司是屬於高度「目標取向」的組織。四、由體育司組織成員所期待之組織文化來看,管理階層、職員及借調人員一致認為其所期待之組織文化均首重「甘苦與共」。 |
英文摘要 | In recent government’s efferts to reinvent itself, the issued of “organizational culture” and “organization al efficiency” have often been foregrounded in the domain of public administration. However, there appears to be no research framework to facilitate a better understanding of the organizational culture of sports administration in government agencies, through a series of questionnaires and interviews, this study attempts to gain an understanding of the organization al culture of the Sports Department of the Ministry of Education. Preliminary findings of the research are as follows: 1. The wide range of responsibilities assumed by MOE’s Sport Department, which oversees health and physical education matters on a nation al scale, have severely strained its human resources. 2. Half of the staff in the Sports Department is on borrowing basis from other agencies. The organizational culture and leadership style, which these staff members brought with them, appear to have certain impact on the Department. 3. A study of the organization al culture of the Department reveals that job performance is given priority at the managerial level, indicating that the Department is an objective-oriented outfit. There appears to be a consensus among the Department staff, who look forward to an organizational culture in which “solidarity” is stressed among rank and file. |
