| 中文摘要 | 本研究以新北市斷層帶活動造成大量傷病患事故,做為研究範圍與情境。 藉由緊急應變計畫所規劃之緊急救護應變資源條件,對照地震災害模擬結果, 探討地震事故發生後,到院前緊急醫療資源因應地震災害境況。研究目的包括: 建立地震災害造成大量傷病患事故其影響範圍、人數及緊急救護需求之估算方 法,以及釐清地震災害大量傷病患事故應變下,對緊急救護時空需求的影響, 提出緊急救護既有能量評估方法;前者主要是對台灣地震損失評估系統模型的 操作學習及提出未來介接之建議;後者著重在地震大範圍緊急救護應變程序設 定,作為開發模型的依據。由於尚在持續建置及介接各醫療及消防單位資料庫, 因此僅以新北市林口區及板橋區作為模型先導測試,探討行政區既有緊急救護 能量在面對大範圍地震災害處理的能力,並確認所開發模型的合理性。 |
| 英文摘要 | This study analyzes the scope and context of a mass casualty incident (MCI) caused by tectonic fault activity in New Taipei City. It uses data related to the current status of emergency medical service (EMS) resources. By combining this data with seismic disaster simulation results, the study reviews the pre-hospital emergency medical resources response in a range of scenarios to devise an emergency response plan. The research objectives include: establishing a method for estimating the impact range, number of people, and EMS needs in an MCI caused by an earthquake; clarifying the impact of an earthquake disaster MCI on the time and space requirements of EMS; and proposing a method to assess existing EMS capacity. As the medical and fire units’ database is still under construction and interfacing, only Linkou and Banqiao Districts of New Taipei City are used as pilot tests in this study. The ability of existing EMS capacity in these jurisdictions to deal with a large-scale earthquake disaster are, therefore, assessed with the aim of devising a rational development model for the future. |
