中文摘要 | 根據行政院官網上 2020 年公布第一次修正的 2030 雙語政策(110 年至 113 年)計畫(2020)指出,因應四次工業陏命、美中貿易戰與新冠疫情引發的供應鍊重組, 及數位創新經濟高速發展帶來的激烈全球競爭,政府推出雙語政策是全球化戰略之 一,希望藉以塑造台灣新世代的競爭優勢。但 2018 年行政院公佈 2030 雙語政策後, 至今爭議不斷。本研究根據 Kingdon 的河流隱喻模式及 Easton 的系統模式,建構 出「室內裝修模式」之政策隱喻,針對國民小學雙語教育政策內涵進行評析。本研 究將政策執行現況分為兩大問題進行評析,包括一、設計師未依「法」施工,時間 到尌跑路,二、空間規劃不完善急趕工,工人亂做一通,並提出具體建議,包括政 府應統整語言政策並制定法規,才能避免無「法」依循,且政策應制定雙語教學具體規範,才能終止教學亂象。 |
英文摘要 | The 2030 Bilingual Policy Plan (2020) pointed out that in response to the four industrial revolutions, the US-China trade war, the supply chain restructuring caused by the new crown epidemic, and the fierce global competition brought about by the rapid development of the digital innovation economy, the government’s bilingual policy is a globalization strategy One, hoping to shape the competitive advantage of Taiwan's new generation. However, since the Executive Yuan announced the 2030 bilingual policy in 2018, controversy has continued. Based on Kingdon's river metaphor model and Easton's system model, this research constructs a policy metaphor of "interior decoration model" and evaluates the policy connotation of bilingual education in elementary schools. This study divides the current policy implementation into two major issues for evaluation, including first, the designer did not follow the "law" construction, and ran away when the time came; second, the spatial planning was nost perfect and the workers rushed to work, and made specific suggestions. , including that the government should integrate language policies and formulate laws and regulations to avoid the absence of "laws" to follow, and policies should formulate specific norms for bilingual teaching in order to end teaching chaos. |
