中文摘要 | 國民體育法修正後,學校體育課外運動時間每週至少須達150 分鐘之法規變革,而教育部為活化政策, 協助學校推動,進而提出SH150 方案。SH150 方案從人力資源、教材設施、活動規劃及資訊宣導等四個方面提出策略,然而這樣的策略在執行上可能面對的問題若能未雨綢繆,加以調整,則有利於政策推行順暢。本文旨在解析SH150 方案之內涵,透過 SWOT 分析法 進行解構,了解該方案內部之優勢與劣勢,以及推動方案外部之機會與威脅。結語並提醒方案解析過後轉化為具體行動,針對優勢及機會進行研擬使其強化並能延續,而劣勢及威脅如何避免及改進,降低流於形式的風險。 |
英文摘要 | The amendment of the National Sports Act necessitates the need for at least 150 minutes of physical activities per week, in addition to physical education classes; in order to invigorate such policy and assist schools in making such changes, the SH150 Program is conceived. The said project proposes strategies in four major areas: human resources, teaching materials and facilities, event planning, and information & publicity. If there could be ample preparation ahead of the actual implementation, with minor adjustments, it could facilitate the advancement of such a program. This article aims to understand the contents of the SH150 Program through SWOT analysis – the strengths and weaknesses of the project itself, as well as the opportunities and threats that could be encountered during advancing such program. The conclusion provides actual implementation process of the program, with emphasis and continuation of the said strengths and opportunities; avoidance and improvements on the weaknesses and threats are provided to lower the risk of the program becoming just a formality. |
