中文摘要 | 本研究係以「策略性人力資源管理」的理論作為分析架構,探討高雄市政府組織再造的實際運作過程。換言之,以高雄市政府組織再造為經驗案例,試圖說明其與策略性人力資源管理間的關係。因此本研究透過問卷調查與實際參與觀察資料,進一步檢視高雄市政府在人力實務運作上的實踐程度。最後,本研究希望能在經驗個案上提出目前公部門在策略性人力資源管理上所面臨的困境與挑戰,並給予縣市合併之後的政府部門提出未來落實人力資源管理時的整體建議與改善空間。 |
英文摘要 | The analytical framework of this study is quoted from “strategic human resource” theory. The purpose of this study is to investigate the reorganization behavior of the Kaohsiung city government. In other words, the study trying to explain the relationships between the experience case of the reorganization and the “strategic human resource”. Therefore, the study uses the questionnaire and actual participation data to examine the extent that Kaohsiung city government act on the strategic human resource management. Finally, the point of departure of the article is how to do the manpower planning “strategic”, so the research want to propose the dilemmas and challenges when the government to implement the strategic human resource management. And the most important thing is offered the overall recommendations and the improvements for Kaohsiung city government can do after the county merger in the future. |
