中文摘要 | 台灣地處亞熱帶係西太平洋及南海颱風行徑之要衝,每年颱風豪雨季節來臨之前,各水利會均需就現有重要閘門,完成安全檢查並層報主管機關行政院農委會,用以掌控所有水閘門之狀況,藉以加強水災災害防救措施,俾減輕灌排設施及臨近農田與房舍財產遭受洪水災害損失。本研究針對水利會轄內涉及防災之水閘門進行基本資料調查分析,並經由資訊化、網路化之整合,建置為網路資料庫系統,以提升汛期期間各相關單位對水閘門狀況之掌握。 為建置全省15個農田水利會災害防救業務之灌排水閘門基本資料庫,本研究於2008年間完成全省水利會防災水閘門共計4,132座之基本資料調查分析工作,並完成水閘門資料庫架構規劃及建置,該資料庫系統定名為「農田水利會灌排系統及水閘門監控管理地理資訊系統」。所建置之系統除可以GIS圖資展現水閘門之基本資料外,並結合了Google Maps,可作衛星照片圖層之套疊,以方便權責單位對於各防災攸關特定水閘門,利用所建置之地理資訊系統套疊相關灌排系統及灌區面積等圖層資料,有助於權責單位及時採取應變措施或行動,提高災害預防及災害發生期間之應變處理效率。 |
英文摘要 | Taiwan is located on the main typhoon track in the northwestern Pacific Ocean. The Disaster Emergency Countermeasure Center (DECC) of the Council of Agriculture (COA) must be aware of the number of existing water gates and examined facilities in all the irrigation associations (IAs) by the end of May. The purpose of this study is to enhance the DECC to grip the actual situations of these gates in advance, and to notify in time the relative irrigation associations to take proper actions. It aims to minimize the frequencies and extents of damage to the irrigation and drainage facilities as well as the nearby farms and properties. Therefore it is urgently required to carry out thorough investigations and analyses of related basic data of such gates managed by the IAs, and transform the results obtained into e-information and integrate them through the internet. Ultimately a web-based database system will be established, thereby to promote the COA's grip of the duly updated information on aforementioned water gates and promotion of efficiency in emergency countermeasures. For establishing the web database, this study has carried out the basic data investigations and analyses for the disaster related water gates of 4,132 units in 15 IAs. The database is entitled as the "Geographic Information System for Monitoring and Management of Irrigation and Drainage System and Water Gates of Irrigation Associations". In addition to displaying the data with the GIS maps, the system also has function to integrate with the Google Maps for duplicating related satellite photos. Through the established GIS, its applications will allow the relevant IAs to conveniently look for required data of a specific water gate and the others nearby that will be influenced by it. When necessary, the system will help the IAs take due emergency countermeasure actions, and thus enhance the efficiencies in dealing with the water-disaster related events prior to or in the course of disaster events. |
