中文摘要 | 醫療照護品質之良窳攸關國民健康,它也是國家競爭力之重要指標之一。護士全國會考起自於1915 年,由護理專業團體辦理;台灣光復後,由考試院考選部主管國家醫事人員考試,其制度歷經醫療與教育環境變遷,尤其在21 世紀全球化衝擊下多有改變。1950 年起舉辦護士、助產士類科考試,1963 年推出護理師資格檢覈,1968 年改為護理師檢覈考試;2002 年起舉辦醫事人員專技高普考考試、2004 年開始助產師考試。在學制提升下,2011 年助產士與2013 年護士考試將相繼停辦,在醫事人員專技考試中護理類科應考人數眾多。然而隨著教育政策、國際資訊科技與專業發展趨勢之更迭,「教考用」三者間的配合是否緊密?試題是否反映業界對應考人須擁有批判思維與知識整合能力之需?考照及格率偏低是否會導致臨床出現護理人力不足?目前的國家考試是否能檢測出應考人未來進入職場就業之門檻能力?目前是「業界需求」引導考試與教學?或教學引導「考試」?介於「教」與「用」之間的考選部正面臨極大之挑戰。 本文目的以分析近五年考選部公布護理師國家考試結果,探討國內護理教育制度下教、考、用制度之相關議題外,並針對護理人員考選制度之發展、報考資格、應試科目、實施成果與考試成效逐一探討,並對未來醫事人員護理師考試制度提出具體建議。 |
英文摘要 | The quality of medical service has a significant influence on people’s health in a nation. It is also an important indicator that shows national competitiveness. Taiwan, under the impact of globalization in the 21st century, has its national examination system changed constantly in accordance with the reform of Taiwan’s education system and the demand from the public. The National Examination for Medical Personnel has been changed during these years. It is the top priority for the Ministry of Examination to draw up an equitable and reasonable mechanism that can qualify eligible medical personnel in a way that meets the demands of clinical practice in the health industry. Thus, the people’s health is ensured. The Nurses Association was in charge of the nationwide nurse examination since 1915 to 1949. In 1950, the National Qualification Examination for nurse and midwife began. Then, the National Qualification Screening for Professional Registered Nurse was organized in 1963. Later in 1968, the screening system was changed into the National Qualified Examination for PRN. In 2002, Senior and Junior Professional and Technical Examination for Medical Personnel was started and followed by the Midwife Examination in 2004. Also, resulting from the education system evolution, the two examinations for midwives and nurses will be terminated in 2011 and 2013 respectively. The number of examinees in the above medical personnel examinations has always been the largest portion of all. Therefore, it is essential to regularly inspect whether the examination system is still appropriate after the changes of education policies, international trends, and the advancement of information technology. The key issues to examine are whether the examination could reflect the critical thinking and knowledge integration abilities that the health industry expects, or if the pass rate is too low to supply sufficient clinical staffs. Is the current medical personnel examination and education system directed by the requirement of health industry? Or, is the examination only concerned about school education? To attend the people’s best interests, it is a great challenge for the Ministry of Examination to deal with. This paper focuses on exploring the results of the National Qualified Examination for PRN in the past five years. By analyzing the issues related to train, examine, and employ in Taiwan’s nursing education system, as well as focusing on the development, qualification, and outcome of the examination for medical personnel, this paper is intended to suggest that will help enhance the examination quality for professional nurses in Taiwan. |
