中文摘要 | 十九世紀德國社會學家weber首先對科層體制作深層的分析,認為組識結構是由上而下分為若干階層,並具有層級節制、專業分工、公正無私、法定責任,及書面檔案等特徵;然而學校組識在實際運作方面仍依循權力結構和層級節制而運作,學校教師很少參與決定與表達意見,也影響教師教學效能及專業成長。此外,我國自1986年解嚴之後,社會的各層面也產生快速的變遷。如教師會的建立、教師評審委員會的設置、家長會功能的強化及學校行政運作程序的調整等。由此可知,學校科層體制受到內外環境變革等衝擊,因此許多學者開始使用「後科 層體制主義」或「後官僚典範」概稱此一發展。故本文也希冀能藉由從探究「後科層體制」理論中帶給學校行政革新啟示,如具備企業精神、落實學校組識再造、運用多元新興的管理技術、塑造組識學習文化等策略,冀期能有助於學校行政革新,進而提昇學校組識效能與競爭力,以隨時因應各項變革等衝擊。 |
英文摘要 | In 19th century, Weber, a German sociology, researched into the bureaucracy first. He advocated that the organization structure was divided into many hierarchies with the hierarchical authority structure, division of labor, impersonal relationship, rules and regulations, and files and records from the top to the bottom. However, the operation of the organization in school still based on the power structure and the hierarchical authority structures. The teachers had little chance to make the decision and express the opinion. Their teaching effect and professional growths were affected. After the lifting of martial law in 1986, the society started to change fast, for example, establishing the Teachers' association, constituting the Teacher appraisement committee, enhancing the function of Parents association, and adjusting the procedure for the school administration. Therefore, the School bureaucracy was impacted by the intrinsic and extrinsic situation. Scholars started to call this development ”post-bureaucracy” or ”post-bureaucratic paradigm”. This text aims to explore the implications that are like having the entrepreneurship, practicing the restructuring schools, using the diverse newly arisen management technique, and molding the culture of learning in the organization for school administration innovation in post-bureaucracy. In addition, I hope study to provide suggestions for the school administration innovation and improve the effect and the competitiveness of the school organization for accommodating any change. |
