中文摘要 | 教育政策形成及制定過程分析的內容,包括政策問題的形成、政策制定的主體、政策制定的過程、以及影響的因素等四個部份。政策問題的形成,經過公共需求的產生、形成政策性問題、以及進行政策討論三個階段,利益團體、政治領導人物、民意代表、行政人員、示威抗爭活動、具體的統計數據、以及政治結構的改變等,是影響政策問題形成的重要因素。政策制定的主體包括行政、立法、司法三個機構,此三機構主動或被動制定教育政策。教育政策的制定歷經確定問題、政策擬定、以及法制化三個階段,在政策制定過程中,某些人、相關政府單位、部分民間團體、時事輿論、以及特定的事件,交互影響政策的內容及方向。理論與實際資料分析顯示,教育政策的形成與制定,是一個「多元對立」、「動態消長」的過程,在此一複雜過程中,政策制定常有「緩不濟急」、「我決定,你負責」、以及「政治導向」的現象。「實質民主化」、 「過程透明化」、「決定理性化」,是形成及制定教育政策者未來努力的方向。 |
英文摘要 | The formation and formulation processes of educational poli-cies were examined. The formation of policy problems, the policy formulators, the formulating processes, and the factors affecting and effecting policy formation and formulation were analyzed in details. The formation of policy problems involves three stages, including the emerge of public needs, the acceptance as policy problems, and the agenda-setting processes. Interest groups, pol-itical leadership, representatives, government administrators, protest activities, and statistical indicators are important factors which affect and effect the formation of policy issues. The formulators, including administrative agencies, legislative agencies, and judicial agencies, proactively and reactively for-mulate educational policies. The policy formulation follow three stages: identifying problems, formulating policy proposals, and legitimating policies. Specific people, government agencies, concerned organizations, communications media, and special events contribute to shaping the policy content and orientation. The analyses show that the formation and formulation of educational policy is a ambivalent and mutually interchanging process. Which results delayed. off-responsibility. and politically-dominated decisions. In the pursuit of substantial inputs from the masses. more open process for formulating policies. and rationalized de-cision- making is highly desired. |
