中文摘要 | TQM是一種哲學亦是一種方法,它是一種管理典範的轉移,由傳統單向度的注重績效觀,轉而強調全方位的品質觀。TQM的理念有助於提升國民小學教育設施規劃的品質,並使得教育的品質獲得改善,因此,本文擬從TQM的觀點來檢視國民小學的教育設施規劃,並提出相關建議以供參考。本文所發現的國民小學的教育設施規劃之問題,茲分述如下:1、未考量使用者的需求;2、賦權增能理念未能落實;3、全面參與的團體契合不足;4、專業素養不足,影響品質;5、缺乏決策的統計資訊;6、缺乏持續參與的整體規劃。為解決上述問題,本文提出以下幾點建議:1、學校領導者應具有民主的胸 懷;2、建立全面品質管理的校園文化; 3、教育設施規劃應具有前瞻性;4、落實全面參與的教育設施規劃理念;5、學校應與建築師建立相輔相成的關係;6、建立使用後評估機制。 |
英文摘要 | TQM is not only a philosophy but also a method, that is the shift of a successful managerial paradigm from the outlook of one-way effects to the outlook of omni-bearing quality. The ideas of TQM help to promote the quality of educational facilities planning in the elementary, and improve the quality of education, therefore, the purposes of the paper are to review educational facilities planning in the elementary on the basis of the philosophy of TQM, and to propose correlative suggestions as references. The findings of the paper are as follows: 1. The demands of a user are not yet considered. 2. The ideas of empowerment fail to practice. 3. The degrees of overall participation are insufficient. 4. The capacities of a specialty are not enough. 5. Statistical data is inadequate. 6. The whole planning of continued participation is inadequate. To solve above-mentioned questions, there are several suggestions which are as follows: 1. A principal should have democratic bosoms. 2. To build the campus culture of total quality management. 3. The planning of educational facilities should be proceed 4. The ideas of overall participation about educational facilities planning should be in practice. 5. A school and an architect should complement each other 6. To build up the system of post-occupancy evaluation. |
