中文摘要 | 2000 年之後,全球的自由貿易協定(Free Trade Agreement, FTA)正蓬勃發 展,亞太區域的區域經濟組織也方興未艾,這其中對我國影響最大的是中國在亞 太區域所推動的封閉式經濟組織,不但排除我國加入,並全面阻擾我國在亞太地 區內外和其他的國家簽定 FTA。 國內有些學者專家認為如果沒有改善之道,或者是沒有突破這種困境,我國 將會被邊緣化,我國經濟發展也會受到負面的影響。本文想從我國對外總體的投 資與貿易數據分析,迄 2004 年底,中國對我國簽訂 FTA 的策略圍堵仍未造成我 國被邊緣化的現象,且對我國的經濟發展也沒有想像中的那麼嚴重。但東協加 一、加三及其他亞洲的 FTA 的簽訂是否對我國經濟上造成具體的影響,可能需 要更進一步深入的研究及分析。 本文首先將探討亞太區域經濟組織體的最近發展。再者,在全球經貿架構 下,分析台灣在全球的經貿與投資的分佈現狀,試圖從此間梳理出我國過去及現 在的貿易與投資模式及其轉變。然後,檢驗在中國經貿磁吸下,我國經濟發展和 中國市場的高依存度,以及這種情況是否和我國及中國加入 WTO 有相關聯。最後,將提出我國經濟發展出路的建議。 |
英文摘要 | After the year of 2000, free trade agreements have been blooming globally. The Asia Pacific takes a ride of this new trend. Among those ongoing regional FTA’s, the one promoted by China has most negative impacts on Taiwan. China did not just exclude Taiwan to sign any FTA with Asian countries, but also block out any possibility by political intervention. Some Taiwanese scholars are worried that if Taiwan fails to t break through those barriers, it may be marginalized sooner or later. This paper argues that according to Taiwan’s international trade and global investment data, there is no sign for Taiwan being marginalized. In fact, Taiwan’s economic situation has not been affected by the fact that no FTA with other Asian countries has been so far. Nonetheless, this short article is not intended to show how ASEAN plus one and three have negative impacts on Taiwan directly. Certainly, it requires further studies. This paper will firstly describe the latest development of regional economic organizations in the Asia Pacific. Within the framework of global investment and trade, we try to analyze Taiwan’s international trade and investment, and changing patterns of the two. After that, this paper will review how Taiwan’s trade and investment have been dependent upon China. Since China has long been trying to block Taiwan international relations with other countries, we will endeavor to discern whether Taiwan’s economic dependence on China has anything to do with the entrance of Taiwan and China into the WTO. And finally, we will come out with some suggestions on possible economic ways out for Taiwan. |
