英文摘要 | In 1997, a summit meeting between the ASEAN countries and China, Japan and South Korea (ASEAN+3) was convened. Thereafter an annual summit has been held involving all thirteen (10+3) East Asian nations. The emergence of ASEAN+3 closely reflects the rise of East Asian regionalism and identity. The Asia-Pacific region is amenable to both broad and narrow definitions. The broad definition covers the Pacific Rim countries and regions, including Northeast Asia, Southeast Asia, Oceania and the American side of the Pacific (the United States, Canada, Mexico and Chile). This is what people often describe as Asia Pacific or the APEC region. The narrow definition encompasses the Asian side of the Pacific, covering only Northeast Asia and Southeast Asia, and is normally referred to as East Asia or Pacific Asia. Ever since the inception of ASEAN+3, a problem facing regional players has been how to handle the relationship between ASEAN+3 co-operation and the broader Asia-Pacific collaboration. This study will assess the impact of the ASEAN+3 process on China and Australia against the backdrop of the region's economic reorganisation. We begin with a survey of the origins of ASEAN+3, which will help to establish the context for this assessment. We then analyse the impact of ASEAN+3 on the positions and approaches respectively adopted by China and Australia with regard to regionalism, and examine China-Australia bilateral free trade agreement (FTA) in the context of the emerging regional multilateralism. |
