中文摘要 | 臺北小巨蛋臨近現行文湖線南京東路站,經常舉辦大型的演唱會或活動,當活動結束散場時經常會有人潮暴增的情形發生,使南京東路站之運能無法及時疏解散場之人潮,亦即車站人潮因活動結束而暴增時,過多的人潮需求未能有效的獲得列車供給。現行作法是當演唱會結束散場或車站人潮突然增加時,站務人員通報行控中心加發列車,但當加發列車抵達南京東路站時已緩不濟急,造成民怨,而行控中心面臨最大的兩個難題是何時加發列車以及需加發幾部列車,本文章建議一套機制,能夠輔助行控中心提供加發列車的時機以及加發的列車數,實施本加車機制可降低平均列車承載率及空車比率,有效疏解小巨蛋活動散場突然暴增的車站人潮。 |
英文摘要 | Many large scale events, such as concerts, take place at the Taipei Arena near Taipei Metro’s Nanjing East Road Station. As a result, the station often becomes overcrowded when the events fi nish, and is unable to digest the traffi c fl ow in good time. In other words, when the station is crowded due to such events, it is unable to supply trains effectively. At present, standard procedure is for station staff to contact the Operations Control Center (OCC) to increase dispatch. However, since trains are dispatched from Taipei Nangang Exhibition Center Station, there is a delay between dispatch and arrival. Thus, the extra trains fail to ease crowding quickly and effectively as many passengers will have already boarded previously dispatched, overcrowded trains, and the extra dispatch only leads to increased non-effective extra train rates and load factors of scheduled trains. The two main problems facing the OCC under such circumstances are the timing and the number of extra trains to be dispatched. This article proposes a mechanism that assists the OCC in determining when to dispatch how many extra trains, before the crowds arrive at Nanjing East Road Station. The implementation of this mechanism would effectively lower the average train load factor and reduce the proportion of non-effective trains, enabling train supply to meet the sudden increase of passenger demand. |
