中文摘要 | 採用馬特拉( MATRA)、龐巴迪( Bombardier)機電新舊系統整合的文湖線通車之後,行車事故處理程序因應系統的優化及經驗的累積而修改,但修改及新增的處理程序,多到讓行控中心操作人員無法有效發揮應有技能及時排除異常狀況,延宕處理時間。尤其紙本的程序手冊十分厚重,不易閱讀,要找到對應的工作說明書需要花費許多時間,在處理事故時經常無法有效發揮作用。此外,行控中心重要文件數量眾多,規範內容多而繁雜,往往在進行修改時總是要將相關的文件找出一併修改,而操作人員在使用程序處理事故時,若引用到未修改到的程序,造成指令未到位或錯下指令,將可能影響事故處理的結果。為此,本研究希望透過文件 E化,改變傳統工作說明書紙本手冊閱讀的模式,並透過公司內部行政乙太網路將文件 E化( web-based),以便於事故處理即時參閱使用,減少處理時間。並藉由全文檢索功能的建置,提供相關人員在修改相關文件及主管在審核文件時能利用此一功能查詢文件修訂的完整性,避免該修改的程序未修改到,以防止操作人員引用錯誤的處理程序,同時,事故處理時亦可幫助操作人員更快找到對應的處理程序,進而降低系統受損風險,維護系統運作安全,研究結果顯示可大幅縮短 90.5%平均搜尋特定程序所需時間。 |
英文摘要 | The Wenhu Line is an integration of the old and new MATRA and Bombardier systems. Since coming into service, its incident handling procedures have evolved with both system improvements and accumulation of experience. However, the amended and additional procedures are so numerous that personnel at the Operations Control Center (OCC) are unable to make full use of the skills they possess and thus often unable to effectively eliminate abnormal situations, resulting in response delays. The paper copies, especially, are heavy and difficult to read, requiring considerable time to find job descriptions corresponding to the given situations. At the same time the OCC is overwhelmed with large amounts of important documents, with voluminous and complicated regulations; very often, when amending one document, relevant documents have to be retrieved to make corresponding changes. As a result, when personnel refer to handling procedures, they may end up using procedures that were not updated and therefore give invalid or inaccurate commands, which affects the outcome of the process. Therefore, this research aims to change traditional reading methods by replacing physical paper copies with electronic documents, using the company’s internal Ethernet to store the web-based documents, thus facilitating instant retrieval of information and shortening response times. An index of the full text will allow authorized personnel to amend and updates all relevant contents at the same time, avoiding loose ends that lead to mistakes. It also allows staff to quickly and accurately find the information they need when faced with an accident, hence reducing the risk of system damage while maintaining safe operation. Research shows that this E-management system will reduce the search time for correct procedures by 90.5%. |
