中文摘要 | 行政院基於營造高績效政府之目標,自九十年函頒「行政院所屬各機關施政績效評估要點」,並自九十一年起開始推動是項績效評核制度,希望促使院屬各機關積極落實績效評核及管理工作,並結合即有的中長程計畫、年度施政計畫的制度,充分有效整合各機關的策略規劃、計畫執行及施政成果評估等環節,從根本上提升整體的施政能力及效果。本報告主要探討該刻度一年多來推動現況,以及提出檢討改進努力方向,希望能讓社會各界對我國推動政府機關績效評估制度的過去沿革、執行現況及未來展望等,有更深入了解與認識。 |
英文摘要 | To achieve the objective of creating an efficient government, the Executive Yuan has promulgated an official letter on the "Performance Evaluation on Policy Implementation of Agencies Under the Executive Yuan" in 2001. Also, the performance evaluation system was implemented in 2002 to facilitate the execution of performance evaluation and management tasks of the agencies. The system combined medium, long term and annual planning approach to integrate strategic planning, execution and performance evaluation tasks of the agencies effectively and enhance their overall ability and results of policy implementation. This report will discuss the execution conditions of this system in the past one year and offer suggestions for review and improvement. We hope that the public would gain a deeper understanding and knowledge about the history, execution conditions and future prospect of the government agency performance evaluation system in Taiwan. |
