中文摘要 | 領導能力的發揮對組織而言極具重要性,一個有效運作的組織,除具備完善的制 度設計之外,更需有良好的計畫 (Planning)、組織 (Organizing)、控制 (Controlling)、 及領導 (Leading) 功能,以建立有形無形的文化規範,融合各種分歧的價值需求。 回顧組 織管理理論的發展過程,領導功能的研究常以二分的思考模式為基礎,一是對人性的假定是 本惡的 (X 理論 ),另一則是對心性的基本假定是善的 (Y 理論 )。然而,此種二分的觀點 ,已不足以解釋領導理論的困境。近年來已有許多學者從整合的觀點,闡述管理與領導組織 的重要性。 其中又以 Bass 提出轉換型領導 (Transformational Leadership) 與交易型領 導 (Transactional Leadership) 最重要,他從兩者整合的觀點說明領導理論的重要性。本 研究即是以 Bass 之多重領導行為問卷 (MLQ) 為藍本,以臺灣省建設廳編制內 303 人為 施測對象, 共得 168 份有效樣本, 成功率為 55.44 %。 因素分析中主成份分析法 (Principle Commponent Analysis) 以及變方最大法 (Varimax Method) 被採用以獲可供後 序分析之獨立變項,經因素分析之後,產生十個因素構面,其中以轉換型領導與途徑目標領 導為最重要之兩個因素構面。六個與組織效能與工作滿意度間有關之依變項被選取,本研究 採用多元回歸分析方法,以探索六個依變項與十個獨立變項之因果關係,其結果發現,十個 因素構面中,轉換型領導與途徑目標領導兩類,具有最顯著的解釋力。 |
英文摘要 | Leadership is extremely important to organizations. An effective organization not only had a fine-tuned structure, but also has well-developed functions of planning, controlling and leading. The function of leadership can solve the following problems: (1) leadership can effectively deal with the interaction problems between organization and its environoment; (2) leadership can reduce the tension and isolation caused by departmentalization and specialization, and increase the opportunity of effective communication and coordination; and (3) leadership can become the cohesion center to create a different organizational culture. Bass' (1985) research has demonstrated the importance of the transformation leadership and transactional leadership. From his empirical research, Bass (1985) points out that a leader has to employ both transformational and transactional leadership styles to be effective. This research is based upon Bass' "Multiactor Leadership Questionnaire" (MLQ) to explore the leadership style of the Consturction Department of Taiwan Provincial Government. This research was conducted between November 1995 and December 1995. The total rumber of questionnaire handed out was 303, and the returned complete questionnaire was 168. The success rate is 55.44 percentage. Factor analysis was applied to ueduce the number of variables. Principal component analysis was used for factor extraction, and varimax method was selected for rotation. Ten fectors were extracted after factor analysis. Among the ten factors, transformational and goal-path leadership styles are the most important. Based on Bass' questionnaire, six dependent variables related to organizational effectiveness and employee's job satisfaction were selected for multiple regression analysis in order to establish the casual relationship between dependent variables and extracted factors. The results of multiple regression analysis indicate that both transformational and path-goal leadership styles have significant impact on organizaional effectiveness and job satisfaction, and these two factors are the most important variables among ten independent varibles. This impirical research has demonstrated that even in Chinese context society (traditionally more authority-oriented), a successful leader has to show both suportive and directive characteristics in order to mortivate employees. Furthermore, a more open and democratic adminstrative environment is expected by the public srvants. A new administrative value and culture system has to be created to meet the challenges from the external and internal environment. This had important implications for human resource management in the public sector. |
