中文摘要 | 「限制最少環境」概念對身心障礙兒童的教育有相當程度的影響。為了實踐「限制最少環境」的理念,愈來愈多的特殊學生被安置在普通班中接受教育。然而,對於誰應該負起教育特殊學生的責任(普通教育或特殊教育老師?);和甚麼場所(普通班、特殊班、或其它場所?),有相當大的爭議。這種爭議隨社會環境的變遷,發展出包括「回歸主流」、「普通教育改革」、和「完全融合」三種對特殊兒童教育安置主張。而在目前的「融合教育」潮流中,到底是單一安置或是多元化安置才真正符合特殊學生的需要和利益?本文藉由探討美國教育界對特殊學生教育安置的相關議題,來介紹「限制最少環境」理念的演變對特殊學生教育安置的影響,希望可以提供國內關心特殊教育發展的人士一些不同的思考角度。 |
英文摘要 | The least restrictive environment principle (LRE) has affected the education of students with disabilities dramatically. As a framework for accomplishing the LRE principle, many students with disabilities are receiving their education in regular classrooms for all or part of the school day. However, considerable debated regarding who should provide services to students with disabilities, and in what settings, has arisen in the education field. This debate has led to three administrative arrangements: mainstreaming, regular education initiative (REI), and full inclusion to integrate students with disabilities. With the current trend of inclusion has raised the issue of whether one-placement or a full continuum of placements be the best option. The paper might provide a deepened understanding of educational placement and LRE related issues. Thus, the optimal goal of this paper is to provide different thoughts regarding the education of students with disabilities in Taiwan. |
