中文摘要 | 近年來,資訊與通信科技(ICT)進展快速,各國政府為提高競爭優勢與服務品質, 紛紛利用ICT作為行政管理再造的工具。在台灣,政府也開始重視資訊與通信科技、尤其 是網際網路在行政革新上的應用;政府如火如荼地推動「電子化政府」,企圖透過電腦中介 傳播的方式,傳遞公共服務,擴增公眾參與的管道。ICT與網際網路的應用,似乎為電子化 民主的實現開啟了全新的一頁。 值得我們深思的是,政府之運用資訊與通信科技的特性與優勢,正如何地實現電子化民 主的理念?本研究調查我國地方政府網路線上民意論壇版面使用者之使用情形與滿意度,試 圖了解被論者所倡言之ICT所帶來的促進民主之潛在影響的實現程度。本研究透過線上問 卷調查法,實證結果發現:(1)民意論壇的使用者為社會中的部分群體;(2)民眾參與民意論 壇版面的情形並不積極、踴躍;(3)民眾發言的內容以與日常生活密切相關的議題為主;(4) 民意論壇版面使用者對於民意論壇版面還算滿意;(5)民意論壇版面使用者對於民意論壇版 面落實民主的理念之程度,抱持肯定的看法。 |
英文摘要 | In the past decade, information and communication technologies (ICTs) have developed significantly and their applications flourished. Governments all over the world rushed to utilize ICTs to improve their services, enhance their competitiveness, and reinvent their administrative machinery. Governments in Taiwan are no exceptions. They also put emphasis on using ICTs and the Internet to reform administrative systems, establish electronic governments, and improve service delivery to the public. The application of ICTs and Computer-Mediated Communication (CMC) seems to open a wide door for the realization of electronic democracy and democratic administration. To investigate how the claimed benefits of using ICTs in governments are realized, this study surveyed on-line users of public discussion forums in Taiwan's local governments' World Wide Web sites. The survey results indicate that forum users are not representative of the whole public, user participation in the forums is not active as expected, and issues discussed or to be discussed are mostly not politically-oriented. The results also demonstrate that users are some-what satisfied with the establishments and running of the forums, and users feel positively about the promotion of democratic values in the use of on-line public forums. |
