中文摘要 | 自民國六十七年底臺灣第一座核電機組開始商業運轉以來,國內 核電廠所產生之用過核燃料也隨之逐年增加,「用過核燃料最終處置」 乃成為核能發電後端營運之重要課題。有鑑於此,臺電公司乃自民國 七十五年五月起開始進行「我國用過核燃料長程處置計畫」,並於七十 七年六月及八十年六月分別完成第一階段及第二階段工作計畫。 民國八十二年八月二十日臺電公司核能後端營運處委託工業技術 研究院能源與資源研究所及原子能委員會核能研究所展開「我國用過 核燃料長程處置第三階段區域調查前四年工作計畫」,前三年的工作內 容與執行成果,已分別在臺電工程月刊上發表,本論文則綜合描述第 三階段計畫第四年度的各項工作內容與成果,其主要工作成果簡述於 下: (1)積極研發與測試起伏地形反射震測、地球物理井測、地球斷層掃 描、水文地質追蹤稀釋與擴散實驗、深層地下水的取樣及分析技 術、地化分析模擬等之調查技術。 (2)引進岩石力學之數學分析模式與進行套鑽法之現地應力試驗,逐 步建立岩體深開控之調查與設計分析能力。 (3)進行日興土之擴散實驗研究,以提供安全評估所需之本土緩衝材 料之參數資料。 (4)持續實施品保訓練與稽核作業,確保計畫執行品質。 (5)進行功能安全評估概念設計,並發展階步式回歸分析技術,以建 立本土化功能/安全評估的能力。 (6)建立內灣白石湖與新天輪B橫坑兩個測試場所。 (7)參加瑞士NAGRA (National Cooperative for the Disposal of Radioactive Waste)主辦之格里姆瑟爾試地(Grimsel Test Site,以下簡 稱GTS)第五階段「隧道近場環境綜合研究」(Conclusions of Tunnel Nearfield,以下簡稱CTN)的研究工作,共同分享該場地 之研究發展成果,提昇本土調查技術能力。 (8)派員赴美接受特殊地形反射震測技術訓練,建立本土化之測勘與 資料處理的技術能力。 (9)赴日本參加「1997年核種遷移國際研討會」並訪問日本東濃地球 科學中心與PNC機構(Power Reactor and Nuclear Fuel Development Corporation),了解日本高放射性廢料最終處置的研究發展 計畫之進展現況,以作為我國後續工作規劃研擬之參考。 本年度之各項工作執行所獲之詳細成果,可參見各相關技術報告。 |
英文摘要 | Since the initial commercial operation of the first nuclear power plant in 1978, the amount of spent nuclear fuel has been annually increased in Taiwan. The issue of final disposal of the spent nuclear fuel thus becomes very important for the backend management. In order to resolve this issue, Taiwan Power Company (TPC) began to conduct a final disposal program for the spent nuclear fuel in May of 1986. The work of Phases Ⅰ and Ⅱ has already been completed in June of 1988 and June of 1991, respectively. On August 20 of 1993, TPC signed a contract with Energy & Resources Laboratories of Industrial Technology Research Institute (ITRI) and Institute of Nuclear Energy Research (INER) to conduct the "Spent Nuclear Fuel Disposal Program, Phase Ⅲ," which is also called "Regional Investigation Phase." Thispaper summarizes all the activities and results performed in the fourthe year paper summarizes all the activities and results performed in the fourth year project of the phase Ⅲ program. The major achievements are briefly described as follows: (1)Develop and test the techniques of geophsical 2-D seismics reflection, well logging, geotomography, hydrogeologic in-situ tracer, deep ground sampling, and geochemical modeling to establish the domestic and selfsustained technologies for regional investigation. (2)Introduce mathematical models for rock mechanics analysis and implement in-situ stress measurmeents using overcoring method to build up the ability for conduction regional investigation and assessment of underground excavation. (3)Perform diffusion experiments for Jih-Hsing clay to provide database for performance evaluation of potential buffer materials. (4)Implement quality assurance program and relevant training to ensure the project quality. (5)Evaluate the design concept of performance/Safety Assessment and develop the Stepwise Regression Analysis technique to establish the self-sustained capability. (6)Establish a field test site and tunnel test broeholes for technology development. (7)Join the CTN (Conclusions of Tunnel Nearfield) project of Phase V in Grimsel Test Site (GTS) in Switzerland to share the field test results Conducted in GTS and to strengthen the native capability for site investigation. (8)Participate a training course Of 2-D seismics reflection technique in the US to establish the field testing and data processing capabilities. (9)Attend the international conference of Migration '97 held in Japan and visit Japanese research laboratories of PNC (Power Reactor and Nuclear Fuel Development Corporation) to collect information on their final disposal program as reference to our future planning. All the details fo the project implementation conducted in this year are described in the individual reports. |
