中文摘要 | 自民國六十七年底臺灣第一座核電機組開始商業運轉以來,國內核電廠所產生之 用過核燃料也隨之逐年增加,“用過核燃料最終處置”乃成為核能發電後端營運之重要課 題。有鑑於此,臺電公司乃自民國七十五年五月起開始進行「我國用過核燃料長程處置計畫」, 並於七十七年六月及八十年六月分別完成第一階段及第二階段工作計畫。 民國八十二年八月二十日臺電公司委託工業技術研究院能源與資源研究所及原子能委員 會核能研究所展開「我國用過核燃料長程處置第三階段區域調查工作計畫」,本論文綜合描 述了第三年度的各項工作內容與成果,其主要工作成果簡述於下: (1)赴加拿大、瑞士與美國實施國外訓練,以加強瞭解執行用過核燃料處置場址調查 所需的技術與程序,並促進與國際間之技術交流。 (2)研究發展三維反射震測技術、雷達井測技術、單井與雙井追蹤稀釋與擴散實驗技 術、工程障壁材質特性、試驗井分層地下水採樣、地下水一般及敏感性化學檢測與地化環境 分析技術、以及岩石力學,以建立本土化之區域調查技術。 (3)建立品保體系,確保計畫之執行品質。 (4)擴充資料檢索查詢系統之資料並完成網路共同資料庫之設計,以利本計畫相關資 料之查詢索引。 (5)研究並測試功能/安全評估設計概念與拉丁超立體取樣技術,以建立本土化之功能 /安全評估能力。 (6)完成兩口深度各約200公尺之地質試驗井設置,並綜合判釋現場之調查資料以獲 取地下地質剖面構造,同時加強建立地質構造概念模式之能力。 |
英文摘要 | Since the initial commercial operation of the first nuclear power plant in l978, the amount of spent nuclear fuel produced by nuclear power plants has annually increased in Taiwan. The issue of final disposal of the spent nuclear fuel becomes very important for the backend management. In order to resolve this issue, Taiwan Power Company began to conduct a final disposal program for the spent nuclear fuel in l986. The work of Phases Ⅰ and Ⅱ of the program had already been completed in l988 and 1991, respectively. On August 2Oth of l993, Taiwan Power Company signed a contract with the energy & Resources Laboratories of Industrial Technology Research Institute and Institute of Nuclear Energy Research to conduct the "Spent Nuclear Fuel Disposal program, Program, Phase Ⅲ", the "Regional Investigation Phase". This paper summarizes all the activities and results performed in the third year project of the Phase Ⅲ program. The major achievements are briefly described as follows. (1)Conduct training programs in Canada, Switzerland and USA in order to learn the required technology and procedures for "Regional Investigation Phase" of Spent Nuclear Fuel Disposal and to facilitate the exchange of international technology information. (2)Conduct research on the techniques of three dimensional seismics reflection exploration system, borehole radar logging system, single-well and double-well tracing tests, measuring material characteristics of engineering barrier, sampling ground water in different levels of well, measuring normal and sensitive chemical components ofground water, geochemical and environmental analysis, and rock mechanics to establish the foundation for regional investigation. (3)Implement quality assurance program to ensure project quality and performance. (4)Input more data to the newly revised internet information inquiry system to facilitate relevant information exchange. (5)Study and test the techniques of conceptual design of Performance/Safety Assessment and Latin Hypercube Sampling. (6)Complete the installation of two wells for geological tests with the depth of around 2OO meters each and interpret all the field testing data for the construction of the geological structure profile in order to build up the ability to compose conceptual model of geological structure in the future.
