中文摘要 | 本文定義D、L、P三個指標分別用以衡量整體、區位及起迄旅次之公平性,並據以 比較分析中山高十座收費站之相對公平性指標值。結果發現汐止收費站確使得往返基隆地區 之用路人較其他九座收費站有溢繳通行費之現象。為改善此不公平性,本文研擬遷移汐止站 現址及汐止站改採半價收費策略,並加以評估。結果顯示,遷移站址僅能使公平性略獲改善 ;但半價收費不僅能解決汐止站溢收問題,亦同時改善中山高整體收費公平性。為兼顧公平 性並便於執行,本文建議北上用路人於汐止站仍支付全票,但可免費獲得一張回程券,該券 供用路人汐止站南下方向免費通行乙次。 |
英文摘要 | This paper defines three indexes to measure overall, zonal, and trip O- D pairs toll equity. Relative equity values for the ten stations of the Sun Yat- Sen Freeway are then calculated and compared. It is found that Hsichih Toll Station has caused road users to and from Keelung area pay too much, in comparison with users from other areas. To resolve such inequity, relocating Hsihchih Toll Station and half-toll strategies are proposed and evaluated. The results show that relocating toll station has little effects on improving toll equity; while half- toll strategy can not only eliminate the over-tolled problem at Hsihchih Toll Station but also enhance the overall equity for the entire freeway users. In consideration of ease enforcement, we recommend that at the moment the northbound users pay current full toll schedules at Hsihchih Toll Station, they shall receive free coupons that are valid only for southbound returning trips at the same site. |
