中文摘要 | 進幾十年來,國內教育事業蓬勃的發展,但是區域性失衡的現象一直都存在著。 多年來地方教育的發展仰賴中央或上級單位的補助,這種現象已經成了慣例。但是,這種補 助的作法,對地方的教育體質產生的改變,又不免讓人質疑。以縣市為單位的教育資源分佈 顯示,近年來在臺灣的發展仍然呈現相當的不均等。因此,如何積極尋求更有效的方法,打 破這種循環的格局,進而謀求教育真正均衡的發展,實乃刻不容緩的事。 有感於教育均衡發展的重要性,以及如何有效的落實區域性發展的均衡,本研究嘗試從教育 優先地區、積極性差別待遇的概念出發,找出臺灣教育發展不均衡的問題區域,分析這些區 域的問題特色,並進一步謀求改進的策略,以提供當局重新訂定有關發展政策之參考。 |
英文摘要 | It has been recognized that the allocation and development of educational resources among urban and rural areas in Taiwan are unequal. For many years, local education districts have depended on grants from the central government's Ministry of Education. However, the process of competing for these grants has done little to change the problem of unbalanced development. Therefore. It is necessary to search for new allocation and development alternatives that will achieve more even results between Taiwan's traditionally advantaged and disadvantaged areas. With an understanding of the importance of setting educational priorities, the author reviews the Ministry of Education's current priority areas, and then classifies the typical problems of the current system in promoting an even development of educational resources. After analyzing the nature of local education problems, the author proposes strategies for policy makers to reform the current system. |
