中文摘要 | 農漁會在臺灣農業發展過程中,佔有極重要的角色與地位,尤其隨著國內外農漁業環境的改變及未來面對加入世界貿易組織(WTO)之後,如何保障農漁民權益、改善農漁民生活,更是其重要之課題,而要達成此目標就必須雇用專業人員來負責辦理農漁會之各項業務,推動相關工作。 因此這些專業人員之考選、任用、訓練、升遷等管道之暢通與制度之健全與否,攸關農漁會業務推動成敗,所以如何選用適當人才及訓練、激發其潛能,使其能順利完成農漁會之組織目標,增進工作效率,將成為農漁會營運成敗關鍵所在。 本研究以探討目前農漁會聘任人員考訓、任用、升遷等制度之現況與相關法規為範圍,並嘗試提出更合理完善之制度建議,以作為未來發展之參考。經研究結果發現,大多數受訪者對現行農漁會考用、訓練與升遷互調等制度規定均持高度肯定之態度,只需稍加改進即可,唯修正應掌握公平、公正、公信之原則,而訓練必須合乎實際工作需求且不影響本身業務之運作為要,在職訓聯成績可作為獎懲之參考,升遷與互調應施予有關新職務之訓練,農會與漁會生態文化環境與業務對象不同,宜訂定個別之人事管理制度。 |
英文摘要 | Farmers’ and fisher’s association are always play a very important role of the agricultural development in Taiwan. Especially during the rapid changing stage of domestic and international agricultural environments and the era after joining Word Trade Organization, WTO. How to protect the farmers’ and fisher’s benefits and improve their life are two important issues. In order to achieve this goal, we should recruit the professional persons to handle and promote the related business. The procedures of recruiting, training and promotion for these professional employees will influence the association’s operation at efficiency. Therefore, how to recruit and train the qualified and capably professional staffs is the key factor to success for associations’ operations. This study tried to ascertain the association’s operation procedures for the qualification, recruiting and promotion for their employees. Then tried to propose some more better suggestions or recommendation for the future improvement and development. According to the research results, data showed that most of the interviewee agree and support the current systems. However they also have some recommendations, such as an open, justice and overt for human resources development. They also recommended the training courses to be more close with their jobs need. They also expected the training performance to be as a factor for future promotion and bonus. Since the environments for businesses and cultures of farmers’ and fishers’ associations are different, different management systems for their human resources development are required. |
