中文摘要 | 臺灣目前大部份管線鋪設採地下式, 且管線鋪設經過之路線大部份屬於開放之公 共區域,因此在管理維護上相當不易,管線一旦洩漏所影響之層面和後續處理工作相對複雜 ,因而如何提昇管線操作安全性,一直廣受各單位的重視;管線整體性之風險評估是從腐蝕 、第三者損壞、設計、操作和洩漏影響層面等五方面來對現有管線進行分析和診斷,以期標 定出高風險管線區段和發現導致高風險之現場肇因以及管理的缺失,作為加強重點管理以及 擬定改善和預防對策之依據,另一方面藉由風險性評估過程可讓相關人員學習管線管理以及 維護要領,有助於降低事故發生機率,以維持公司正常營運環境和減少經濟上損失,實為管 線安全管理上重要的一環。 |
英文摘要 | Most of the pipelines are buried underground in Taiwan and most of them are through high public activity area. The maintenance and management works for these pipelines are rather difficult. Once these pipelines leaked, it might cost highly to the community and user to remedy it. Hence, how to assure the operating safety of underground pipelines is highly concrened by the public and officials. Pipeline risk assesment is designed for the pipeline management. It may be classified into five categroies, i.e. third party damage, corrosion, design, operation, and leak impact. It can be used to analyze and diagnose the status of the existing pipeline to identify the high risk area, the cause of risk, and the deficiencies of management. Accordingly, the improvement and prevention works can be implemented. Risk asseesment also helps opreators learning the skills of pipeline management and maintenance. As a result, the incidents can be reduced and the profit loss of user can be decreased. Risk assessment is one of important tasks for the pipeline safety management after all. |
