中文摘要 | 本文回顧英國自1970年代以來教師進修政策發展的過程,並就其所發生的影響提 出評論意見。 本文發現; 英國自從 1986 年實施「地方教育行政當局訓練補助計畫」 (LEATGS) 以來,其教師進修教育已由傳統中央控制的模式轉成社會市場模式。 社會市場模 式一方面遵奉自由競爭原理與生產 - 消費的供需法則, 另一方面卻也加重了國家力量的影 響,因此對整個教師進修機構之結構體系,與教師進修教育之發展及管理方式都起了極大的 改變。本文特別以在傳統中央控制模式之下扮演主要角色的地方教育行政當局與教師研習中 心功能的蛻變,說明社會市場模式的教師進修政策對英國教師進修教育之影響。而在教師進 修教育之發展與管理方面,本文也就 LEATGS 方案中所形成「以學校為中心」的進修模式提 出評論意見。最後本文並對國內之教師進修政策、進修機構體系之建立與縣市教師研習中心 的建立等方面提出建議。 |
英文摘要 | In this study, the author reviews the developing process of INSET in England since 1970, and makes critics its influence. The INSET in England has changed from traditional centralizes model to the social market model since Local Education Authority training Grant Scheme(LEATGS) was put into practice in 1986. The social market model complied with the demand-supply principle of free competition in one hand, and reinforced by the influence of government at the other; therefore, this model brings tremendous impact to the INSET infrastructure, its development and management. This present study demonstrates the influence of INSET policy under social market model to the INSET education in England by analyzing the changing function of Local Education Authority(LEA) and Teachers Centre (TC), which play major roles under the traditional centralized model. On the aspect of INSET development and management, critique on "teacher-centered" model in LEATGS are also presented. The final part of the study provides suggestions to domestic INSET policy, the establishment of INSET infrastructure and teacher centers in local areas. |
