英文摘要 | TQM is making its way into the public sector with much ado. However, without understanding the human ecology of public agencies it may not deliver the promised improvements in productivity. The paper examines some implications of the claim that TQM is inconsistent with existing practices of performance appraisal. 1t also reviews some issues involving the use of training to prepare for TQM as a planned change. |
