中文摘要 | 世代交替是表示資深在位者退出政治權力地位,而由新進的從政者取得權力地位 。傳統的政治經濟學將權力移轉視為選舉競爭的結果。然而,許多研究認為從政者之間的「 二元聯盟」關係可能是一個安排政治權力的重要機制。本文提出一個假說來解釋世代交替是 從政者之間從事交換的結果。雖然資深在位者有年齡與經歷上的優勢,但此優勢會逐漸遞減 。資深在位者體認到競爭壓力之後,會尋找年輕接班人選,移轉政治資源給接班人以交換利 益。因為此種交換會涉及嚴重交易成本,被選上的接班人必須具備某些個人條件才可以順利 進行合作接班。本研究發現的個人條件是助選經驗與政治家族背景。我們以民國八十三年 元月舉行的縣市地方選舉為實證資料,實證迴歸結果很明顯地支持我們的假說。 |
英文摘要 | Generational power-shift means the senior incumbent politicians step down from the political power, and let the junior politicians take over. Traditional political economy treats the power-shift as a result of competition in elections. Nevertheless, many studies suggest that the dyadic alliance between politicians may be an important mechanism to arrange political power. In this paper, we propose a hypothesis to explain the generational power-shift as a result of exchange between politicians. Although age and experience are to the advantage of the senior politicans, the advantage diminishes as age and experience accumulate. Facing the growing pressure, the senior politicians find junior partners to teansfer their political recouces in exchange for favors. Because the transaction costs involved in this exchange are critical, the chosen junior polititcians must bear some personal qualifications that can facilitate the alliance. The personal qualifications indicated in this study are experience of campaign assistantship and having family members as politicians. We collected the empirical data from local elections held in January 1994. The regression result shows clear support to our hypothesis. |
