中文摘要 | 農業推廣為農業發展中重要的一環,我國農業推廣工作主要由農業推廣人員予以 承擔,惟農會推廣人員多為高中職畢業,其素質有待提昇,因此行政院農業委員會及農林廳 自四十五年度開始即實施農業推廣人員的職前訓練,惟此訓練之情況如何並未有人進行考評 研究,有鑑於此,本研究以決策促進模式中的 CIPP 模式針對該職前訓練計畫之執行進行系 統性的考評。資料來自相關機構的檔案資料及參訓者的意見,惟基於主客觀因素的限制,參 訓者以八十四年度第一期參訓人員三十九人為對象。 分析的結果顯示就計畫結構視之,該計畫緣起的描述乃配合環境的變遷而能清楚地顯現出計 畫的重要性、訓練目的多能配合環境的變遷及國家的需求作調整,惟有些目的較抽象不易測 量。此外,有部份對象的資格並不符合參訓條件;計畫投入方面首先計畫的組織安排是簡化 而有效率的,並且可以增進政府機關與農會的互動。農政決策機關一直重視本計畫的推動, 經費的補助逐年成長,經費的支出也屬合理。各機關的人力資源多能勝任。場地設備和住宿 安排均很好,膳食的安排稍差強人意;計畫執行過程方面,樣本對各方面授課內容、講師的 教學及課程時程、時間安排均有中上程度的滿意度,比較之下輔助材料、內容的適宜性、教 師提供討論的機會、引起學習動機、觀摩實習課程時間的安排稍差;至於計畫成果方面,參 訓者多能達到訓練目的,也多認為所學的可以應用於實際推廣工作上。 經由上面的發現,本研究認為農業推廣人員的職業訓練受農業決策機關所重視,其執行成果 也能與訓練目的具很高的符合性,因此建議此訓練計畫應持續推動,惟對訓練目的的描述宜 更具體化,參訓人員宜根據資格條件的規定審核,訓練課程在講授、觀摩及實習時間之安排 方面可作調整,此外講師對於課程內容及輔助材料的準備、提供學員討論的機會及引起學習 動機等方面若能稍作改進的話,則計畫的推動將更臻完美。 |
英文摘要 | Agricultural extension is an important aspect of agricultural development and the major work of agricultural extnesion agents. Because almost all agricultural extension agents graduated from senior high school or senior vocational high school, the quality of their educatioon needs to be improved. The Council of Agriculture and The Department of Agriculture and Forestry executed the entry training program of agriculture extension agents from 1956. There hadn't been a serious evaluation of the training program. For that reason this study evaluated the program by means of decision- facilication models-CIPP model. The data were from literature documents and participants, but because the limitation of available materials and time restraints, the total 39 participants of 1995 were the respresentatives of the sample. Context evaluation indicates that the background of the program was related too the change of environment and shows the importance of the program. The goals of training program can fit the needs of the whole country, although a few goals are too abstract to measure accurately. Except for those situations, several participants did not fit the requirement; Input evaluation indicates that the arrangement of related oorganizations is efficient, and can also improve the interaction among government agencies and farmers' associations. Agricultural decision making agencies look to the program as an important program and Financial support increases year by year, the expenditure is reasonable, also personnel are all qualified, the equipment and lodging arrangements are sufficient, but the meals need to be improved. Process evaluation indicates that generally speaking, although participants are all satisfied with curriculum content, teaching styles and arrangement of time schedules, comparatively, the preparation of aduio-visual material, the opportunities to participants in discussions, the increases of learning motivation and the arrangement of field trips can be improved; Product evaluation indicates that participants can attain the training goals, and apply their learnings to their works. By means of these findings, this study suggests that the entry training program should be executed continuously, but in the meantime, if some improvements can be made then the program can be executed much better. |
