中文摘要 | 目前圖書館服務讀者的業務少有明文化的法律依憑。在民風開放,法律 意識高漲的今日社會,讀者要求思想、言論、出版等自由約呼聲增大。讀者與館 方及館員之間的摩擦機會愈增。圖書館實在有必要未雨綢繆先訂定相關條款,一 者保障憲法所賦予讀者(國民)的基本人權;一者也保護圖書館及館員的崗位立 場,使其免受外界之干擾或威脅。美國的圖書館權利法案及相關之措施都是防犯 未然的法律行動。其經驗足以我們作為借鏡。 |
英文摘要 | The processings of libraryuser services nowadays are lack oflegalized statements. Taiwan's societyis getting open, and legal knowledgeof citizens increase. More space forthe freedom of thought, speech andpublishing are requested from readers. There are more opportunities andconflicts which happen between libraries and readers. It is definitelynecessary for library to set up relevant statements according to lawsunder the ground that library has theobligation to provide the environmentso that citizens can carry out theirhuman rights which are authorized byConstitution, and protections for library and librarians against anythreat or interference from upperlevel or outside. The Library Bill ofRights of Intellectual Freedom withrelevant actions in U.S.A. and theirexperience are good examples for usto study and learn. |
