| 中文摘要 | 捷運工程多位於人口稠密、交通繁忙且用地侷限之都市環境,工區範圍長、工項多元,人員及機具進出頻繁, 若門禁與保全管理機制規劃不周,易導致工安事故、設備失竊、施工干擾與社會觀感不佳等問題。近年來,「智 慧工地」與資訊通訊科技(ICT)、物聯網(IoT)、建築資訊模型(BIM)等技術快速發展,使營建工地門禁與 保全管理由傳統人工作業,轉向數位化與智慧化管理。 本研究以捷運三鶯線工程為個案,透過文獻分析、相關法規及工程契約文件檢視,並彙整案場門禁與保全 管理實務資料,從「核心目標」、「實務作法」、「技術整合與智慧化發展」、「常見問題與改善策略」四大 面向,探討捷運工程門禁與保全管理機制之規劃原則與優化方向。若能以門禁系統、CCTV 監視、雲端平台及 BIM 整合建構「智慧門禁與保全管理架構」,可有效提升人流控管精準度、異常偵測及事故追蹤能力。然而, 目前在制度整合、系統介面標準化、資訊安全與人員教育訓練等面向仍存不足,需由業主主導,以制度化與標 準化方式推動。 |
| 英文摘要 | Most MRT construction projects are located in dense urban environments characterized by heavy traffic and constrained land use. Work sites are typically long and linear, with diverse work items and frequent movements of personnel and machinery. If access control and security management mechanisms are not properly planned, they can easily lead to occupational accidents, theft of equipment, construction disturbances, and negative public perception. In recent years, the rapid development of “smart construction sites” and technologies such as Information and Communication Technology (ICT), the Internet of Things (IoT), and Building Information Modeling (BIM) has transformed access control and security management on construction sites from traditional manual operations toward digital and intelligent management. This study takes the Sanying Line MRT project as a case study, examining literature, relevant regulations, and engineering contract documents, and compiling practical data on site access control and security management. It explores the planning principles and optimization directions for the access control and security management mechanism of the MRT project from four aspects: “core objectives,” “practical methods,” “ technology integration and intelligent development,” and “common problems and improvement strategies.” If an “intelligent access control and security management architecture” can be constructed by integrating access control systems, CCTV surveillance, cloud platforms, and BIM, the accuracy of crowd control, anomaly detection, and incident tracking capabilities can be effectively improved. However, current shortcomings remain in areas such as system integration, system interface standardization, information security, and personnel training, requiring owner-led implementation through institutionalized and standardized methods. |
