| 中文摘要 | 社子島地勢低窪,且位於關渡隘口正前方,在「臺北地區整體防洪計畫」中,政府不僅要考慮該地的防洪需求,可能也要犧牲部分居民的權益,以提高整體防洪效能。然而堤外地區權利受損的居民,長年來未獲得合理的補償或配套措施,致使生命財產未能得到合理的保障。1986年3月臺北市政府為配合行政院執行臺北地區200年洪水頻率的防洪政策,擬將渡頭堤防與社子堤防的缺口以水門補全,以達到預期的防洪效果。施工前相關單位未與社子堤外居民進行充分的溝通,引發群體不滿的情緒,集結到施工現場進行抗議。自戰後臺北地區整體防洪視角觀之,表面上看似一群團結的群體,實際上僅是社子堤外各不同利益團體,維護共同利益的最大公約數。只是主流派的築堤增高的主張,不僅衝擊區域內不同防洪主張者之利益,也增高與鄰近地區齟齬。本文研究發現居民長期築堤保護之訴求,雖然鬆動行政院防洪專業的堅持,臺北市政府一改偏而行政院的政策,但是高保護的築堤目標,恐怕是各級政府一時無法承受之政治責任,當地居民也逐漸意識到追求高保護的防洪措施不易達成,堤防高度成為各方勢力妥協的產物。 |
| 英文摘要 | Shezi Isle is a low-lying area situated directly in front of the Guandu Pass. In the "Comprehensive Flood Control Plan for the Taipei Region," the government not only had to address the area's flood protection needs but also faced the dilemma of potentially sacrificing the rights and interests of some residents to enhance overall flood control efficiency. However, residents living outside the embankment system in Shezi have long suffered from the lack of adequate compensation and support measures, leaving their lives and property insufficiently protected. In March 1986, in alignment with the Executive Yuan's flood control policy for a 200-year flood frequency in the Taipei area, the Taipei City Government proposed to complete the flood defense line by installing water gates between the Dutou and Shezi dikes. The plan, however, was implemented without sufficient consultation with the affected residents outside the dike, triggering widespread discontent and public protests at the construction site. From a post-war perspective on comprehensive flood management in Taipei, what appeared to be a unified protest movement was, in reality, a coalition of diverse interest groups in Shezi, temporarily aligned around a common cause. The mainstream demand to raise the embankment height not only conflicted with alternative flood control proposals within the area but also heightened tensions with neighboring communities. This study finds that while long-standing demands by residents for dike protection have softened the Executive Yuan's rigid stance, leading the Taipei City Government to adjust its previously aligned policies, the political burden of implementing high-standard flood defenses remains significant. Residents have gradually come to recognize the challenges of achieving high-level protection, and the final embankment height reflects a negotiated compromise among various stakeholders. |
