| 英文摘要 | This study examines how Taiwan's "Smart Border" flagship program evolved into a major public trust crisis in "technology governance" due to a failure in "procurement governance." The case originated from the "e-Gate" pilot program (initiated by the 2005 SRB Conference) aimed at aligning with ICAO standards. However, during the key implementation period (2009-2016), a procurement scandal emerged, involving officials using "information asymmetry" to collude with vendors and "tailor-make" specifications. This paper integrates Fink's (1986) crisis lifecycle, Coombs' (2015) Situational Crisis Communication Theory (SCCT), and "Principal-Agent Theory." Findings indicate this "moral crisis" stemmed from "vendor capture" and internal control failures during the "prodromal stage." In the "acute stage," the agency's initial "denial strategy" critically violated SCCT's "rebuild strategy" principle for moral crises, causing a secondary reputational crisis and escalating the issue from a procurement scandal to a crisis of integrity. The study contrasts the failures of the early system (built 2010)-such as the f-Gate being deactivated for security reasons and unpatchable vulnerabilities-with the reforms of the new-generation plan. The conclusion demonstrates that the government achieved significant "institutional learning" in the "resolution stage," evidenced by the "New Generation Border Inspection Service Plan (2023-2026)." The new plan implements an "external professional review" mechanism to counter information asymmetry and establishes a "cybersecurity defense platform" as a core objective. Ultimately, the government successfully transformed the crisis into an opportunity for institutional reform, effectively rebuilding public trust through transparent procurement and standardized security. |
