| 英文摘要 | The 2024 revision of Hong Kong’s Primary Education Curriculum Guide, which reflects the convergence of two significant and intersecting trends. On one hand, the global wave of educational reform has increasingly emphasized competence-based learning, whole-person development, and lifelong learning. This paradigm shift urges curricula to move beyond the mere transmission of knowledge, instead fostering students’ critical thinking, creativity, and capacity for civic engagement. On the other hand, following the enactment of the Hong Kong National Security Law in 2020, national security education and the cultivation of national identity have emerged as central priorities in curriculum policymaking. The interplay between these global and local-national forces has ushered in a new phase of curriculum reform characterized by a simultaneous orientation toward international educational trends and a reinforced emphasis on national policy imperatives. This article examines the core content and guiding principles of the 2024 Primary Education Curriculum Guide from a macrolevel perspective on curriculum development. It investigates the broader implications of these reforms for primary education in Hong Kong, identifies potential challenges, and offers forward-looking insights and recommendations for future curriculum planning. |
